Abiword and OOO can create PDF's. There are others.

Kword can import pdfs so you can change them and save them again. But don't expect to much of it. The importfiler is more "proof of concept alike".

In general any program within the KDE environment can create pdf documents via kprinter. Sometimes it needs some work.

You can also start kpackage http://www.general.uwa.edu.au/u/toivo/kpackage/ (to be found under "system", I guess) and search in the packages for the item pdf. kpackage should give you enough info if the found tool would be useful for you.

You can use kprinter, which is very, very, very convenient. Probably the best solution in the world.
