I am a terrible pack-rat when it comes to packages. Is there any program out there that can seach and tell you if a package hasn't been used for let say a year, and then you can decide to get rid of it if you have no more interest in it?

you can look at orphaner and deborphan.
they will look for stuff leftover from removals and unused libs.
call it with: apt-get remove --purge $(deborphan)
and issue it a few times, until it dont find anymore orphans.

you can call remove-orphans as well.
