I tried deleting .kde directory in home directory but didn't fix after it was rebuilt.

I think you mean the entire thing is gone
Press CTRL + ALT + F1 to get to a terminal, login as root, then do these commands in the order shown
apt-get update
apt-get --reinstall install kicker kdelibs-data kdebase-data
init 3
init 5
Something like this happened to me when I "repaired" my filesystem, so I just reinstalled the packages that I thought contained the taskbar, also known as kicker. The other two packages are just incase any other files are missing or corrupted that kicker uses. |

| All fixed thanks I just deleted .kde folder and rebooted and got it back then just had to set it up again the way i had it. |
